Whither the Senate?

With yesterday's announcement regarding reforms to criminal justice, it's clear that the Tories would have a pretty heavy legislative agenda to try and get through the House if they are to successfully introduce not changes in this area, but other elements of their program. Everyone seems to be talking about what kind of coalition the Tories would need to build in the event of a minority to get anything through the House. However, what seems to be forgotten in all of this is the Senate, where Liberal Senators outnumber Tories by a ratio of 3 or 4 to 1.

Tories should not get their expectations too high about what Harper will be able to do in such a situation.
